About Ray Mullin

Ray Mullin is a former electrical instructor with the Wisconsin Schools of Vocational, Technical & Adult Education. Before retiring, he held roles including district manager, regional vice‑president, and director technical liaison for a major electrical manufacturer. As a journeyman and supervisor, he worked in residential, commercial and industrial installations, and he has taught apprentice and journeyman courses, given seminars on electrical code and installations, written trade‑publication articles, and consulted for manufacturers on legal issues. He also served on the National Fire Protection Association (NFPA) Code‑Making Panel 4 for the National Electrical Code (NEC).

Phil Simmons is the founder of Simmons Electrical Services and a consultant on the NEC and other electrical codes. He has authored and illustrated numerous textbooks on electrical topics, developed training programs for electrical codes and safety, and has a background in plan review for electrical construction documents and inspection of complex installations. He serves on the NFPA Code‑Making Panel 5 for the NEC, and has previously served on the NFPA Standards Council, Technical Correlating Committee of the NEC, and other professional bodies. He is also a retired member of the International Brotherhood of Electrical Workers.
